The City of New Westminster released a request for proposals for innovative housing projects at two City-owned site. This site, at 43 Hastings Street, was successfully developed into a stacked townhouse/apartment building by the Community Living Society, with Catalyst acting as development manager. It includes three fully accessible one-bedroom units for people with developmental disabilities, rented at income assistance shelter rates, and three below-market rental three-bedroom townhomes.

Moderate Income – A home that is available for a monthly rent that is equal to the low-end of rents available in the private market. Also referred to as ‘Middle Income’ and ‘Affordable Market’.
