The congregation of Oakridge Lutheran Church partnered with Catalyst, a non-profit developer, to build a six-story building that provides retail space at street level, a new church, and community space on the second floor, and affordable rental housing on the top four floors. Built to LEED Platinum, the Hannelore consists of a variety of apartment types. In order to proceed, the church council needed to reverse a covenant that determined the land could only serve as a site for a church, a decision that went to the Supreme Court, setting a precedent in BC.
